  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

This PR is an internal refactor, part of the Onyx.connect removal series for #66411. It changes how data reaches the code, not what the product does:

  • createGroupChat moved from positional arguments to a single object parameter, and its unused betas argument was replaced with conciergeChat.
  • conciergeChat is now read with useOnyx in src/pages/NewChatConfirmPage.tsx and src/hooks/useTransactionInlineEdit.ts and threaded down, replacing two undefined placeholders left behind by earlier parts of the series.
  • The rest of the diff is unit tests.
Why this means the docs are already correct

Help site articles document what users see and do. Nothing user-facing moved in this PR:

  • No src/languages/* files changed, so no UI copy, button label, tab name, or setting label changed.
  • No new feature, page, setting, or flow was added or removed.
  • The onboarding tasks posted to the Concierge chat during guided setup are unchanged. The PR passes the real Concierge chat report instead of undefined, restoring the intended behavior the earlier refactor steps deferred, so the documented outcome stays the same.
  • The articles that cover the affected flows already describe them accurately and need no edit:

Because no docs PR was needed, there is no linked help site PR to mark Ready for review.

Why: this PR is an internal refactor, not a behavior or UI change. It removes the module-level Onyx.connect lookup for the Concierge chat and threads the conciergeChat report through as an explicit parameter instead:

  • createGroupChat switches from positional arguments to a CreateGroupChatParams object, and betas is replaced by conciergeChat in navigateToAndCreateGroupChat.
  • NewChatConfirmPage.tsx and useTransactionInlineEdit.ts now read CONCIERGE_REPORT_ID and the Concierge report from Onyx and pass them down.
  • Two deferred undefined placeholders (in createGroupChat and getIouParamsForTransaction) are replaced with the real conciergeChat, clearing the TODOs that pointed at [Partial Payment made] Remove Onyx.connect() for the key: ONYXKEYS.CONCIERGE_REPORT_ID in src/libs/ReportUtils.ts #66411.
  • The rest of the diff is test updates for the new parameter shape.

Nothing user-facing changes: no new feature, no new or renamed pages, tabs, buttons, or settings, and no copy changes in src/languages/*. Onboarding tasks still land in the Concierge chat exactly as documented today.

I checked the articles covering the touched flows — Create-a-New-Chat.md (group chat creation) and Edit-Expenses.md (editing an expense). Both describe steps this PR leaves unchanged, so neither needs an update.

Because no docs PR was created, there is no linked help site PR to review or mark Ready for review.

@cretadn22, if you expect a user-visible difference here that I have missed, reply with what changes for the user and I will draft the docs PR.
