rls2606 March regression: tighter throttling in AWS

This manifests mostly in 2C PDR results [0], but trending shows how it also MRR [1]. There is topology panel that does not sow how Vectors/Call decreased from ~200 [2] to ~2 [3]. Not yet sure if this is caused by VPP code or AWS infra (or even CSIT code).
