v10.71.1

Tested build of DocBits_Web 10.71.1 (vesta track).

This release exists because every gate passed — static checks, unit, component and integration tests, the build gate and playwright-ci. Nothing else creates one.

That is the whole promotion contract: promote.yaml deploys any version that has a release, to any environment, and refuses any version that does not. To promote, give it this version number and a target.

The tag v10.71.1 names the exact tree that was deployed. A promotion does git read-tree against it — it never rebuilds and downloads no archive, so every environment runs the bytes this build tested.
