Extension versions had drifted (package.json 0.5.1, lockfile 0.3.0, CLI 1.11.0). Both files now match the CLI, and release.sh bumps them with every release so the "version synced with the CLI" invariant holds. Verified: tsc compiles, vsce packages with the new version.

package-lock.json at 0.3.0). Synced both to 1.11.0 and extended
release.sh to bump vscode/package.json + package-lock.json with every
release. Verified: tsc compiles, vsce packages a VSIX carrying 1.11.0.
