Bump to v2.4 and modernize packaging/tests

Upgrade project to v2.4: add pyproject.toml, declare h5netcdf and test/build extras, and remove setup.py/pytest.ini. Update environment.yml, add README improvements and project image, and add AGENTS.md plus small agent guidance files (.github/copilot-instructions.md, CLAUDE.md). Bump MeteoRaster.VERSION to 2.4 and modernize code for NumPy/Pandas forward-compatibility (use np.nan, np.prod, remove deprecated axis args, minor rolling/groupby fixes). Add unit tests (tests/*) covering deprecation shims, resampling and extra MeteoRaster behaviors. Include rebuilt distribution artifacts in dist/.
