In some environments the port manager an ringmaster are started by hand by ordinary users (non FRIB environments). In those environments it has happened that he user forgot the ring master was started and another user started a new one resuting in a pair of RingMaster services. Chaos ensued.

This release/publication, checks if a RingMaster service is advertised by the port manager and, if so, exits with a message indicating the ring master is already running.
