Describe the bug

FTB Teams does not allow me to create a party. How do I group together with friends to share starting location, quests, etc.?

We are playing together on a LAN, so I am starting a game and selecting Open to LAN. (Allow commands: ON).

Players can join, but Teams GUI does not allow creating a party - Message is: "Server permissions prevent you from doing that.".

Attempting to use /ftbteams create party PartyName is not successful. Message is: "In this modpack you cannot create party teams directly!".

Steps to reproduce

1. Install FTB OceanBlock 2
2. Start minecraft (using GDLauncher Carbon)
3. Create New World
4. Select Open to LAN
5. Friends join world.
6. FTB Teams commands cannot seem to be used to create a party.

Expected behaviour

Open to LAN should allow the same party creation as running on a server.

Can you upload any relevant logs to https://mclo.gs/ or any other paste site? Probably the latest.log and debug.log.

After some further investigation, it seems the FTB Team Bases mod trips this restriction.
Once you create a base, you can then organize a party. While still in the "Lobby" there is no base yet created, so parties cannot be formed.

So this works, but it could be documented better to avoid confusion.
