Fixed:

• gpuwm fetch-geog, gpuwm doctor and gpuwm mesh now agree on where the
  soil datasets live. A complete geography download read as five datasets
  short and the mesh door refused the static half of the pair.
• gpuwm mesh reports whether the pair it built will run. The verdict was
  reading a receipt key the static engine does not write, so every build
  ended "not measured".
