refactor(data): improve configurationRepository.ts

• Simplified the read and write methods by removing redundant error
  handling.
• Refactored the logic for updating the toolbox.section to use
  optional chaining.
• Improved error handling in the parse_xml function to create a
  new empty configuration if the file is not
  found.

No functional changes, refactoring only.
