AL-MUNAA v0.1.1 - Build Week submission

Submission-ready compatibility release. Adds verified Python 3.10 UTC handling, preserves the 74-test gate, and includes a wheel tested directly on CPython 3.10.20. Install the asset, then run: python -m munaa_immune.
