NeonLite v3.0.11-b3

This is the 3rd beta release for v3.0.11.
This release changes some stuff internally to allow for Steam LB files to be added to level rushes, as well as stops the global from erroring out when accessing it the first time.

Beta 2 fixed a couple of small things relating to the speedometer and GameInfo, as well as restored they greyscale effect from SuperRestart's Minimize Flashing setting.
