xDPC v1.7.1: Initial fork release

Notice: While xDPC works with KrashV / Degranon's «mainline» version of StarCustomChat, it requires @FezzedOne's StarCustomChat fork (download here) to use xStarbound/OpenStarbound chat metadata. Otherwise, name recognition does not function with /sendlocal enabled on xStarbound/OpenStarbound servers — you'll always see other character's server nicks instead.

This is the initial .pak release of xDPC, a hard fork of @cptsalt's Dynamic Proximity Chat.
