File history ignore/exclude path

A useful feature would be to define path patterns which filehistory will ignore (e.g., no need for two entries for the same file using different symlink paths)!!!

I implemented a first try of this feature on the dev branch...feel free to check out that branch and give some feedback.

I added the following settings to support this feature:

 // List of directory path regexs to exclude from the history tracking (not including the filename)
// The whole path (minus the filename) is searched for the provided pattern
// Note: you must use forward slashes for the path separator
// e.g. ["/Desktop/", "C:/Program Files/Internet Explorer/"]
"path_exclude_patterns": [],
// List of filename regexs to exclude from the history tracking (not including the directory part of the path)
// e.g. ["\.jpg"]
"file_exclude_patterns": [],

Otherwise, hopefully @FichteFoll will have a chance to have a look and test it out.
