feat(dashboard): hero-promote the 2 P0 CTAs + a focal recent-activity hint (UX-3).

#/dashboard opened with ~30 equal-weight nodes — no clear "what next". A new .dash-hero block now sits directly under the page header: the two P0 journeys — ✨ Auto-pipeline a URL and 🌐 Scan now — are promoted to large .btn-hero buttons, and a single focal recent-activity hint ("Last evaluation: <score> — <title>", linked to the report; a guiding empty-state on cold start via dash.heroNoEval) tells a returning user where they left off and a new user the one action that matters. The two primary buttons were removed from the header (only the secondary "📋 Open pipeline" stays there) so the action isn't duplicated.
The application-status buckets were demoted from prominent .badges to quiet .dash-chip pills so they no longer compete with the hero (Information-scent / cognitive-load lens).
New i18n keys dash.lastEval, dash.heroNoEval across all 8 locales; new token-based .dash-hero / .btn-hero / .dash-chip CSS.

test: tests/dashboard-hero.test.mjs (new, 5 cases, CI-isolated, source-static): a .dash-hero block exists and precedes the Quick-actions grid; both P0 CTAs are .btn-hero with the /auto + /scan routes; a focal dash.lastEval hint + dash.heroNoEval empty-state; status buckets use .dash-chip; .dash-hero/.btn-hero/.dash-chip CSS exists; dash.lastEval + dash.heroNoEval ×8 locales. 777 → 782.
