fix(ux): U-12 — #/help TOC filter input gets a 16ch min-width so KO/JA placeholders never clip. Korean 섹션 필터 and Japanese セクションをフィルター are 5-10% wider than the EN Filter sections. The input already used width: 100% of its .help-toc card; we add a .help-toc__filter class with min-width: 16ch so even if the card narrows, the placeholder still fits in any of the 8 locales. 924 → 925 unit.
