[1.61.0] — 2026-05-22

feat(i18n): add French as the 9th UI language. New per-locale dictionary public/js/lib/locales/i18n-dict.fr.js (window.__I18N_DICT_FR), at full 668-key parity with English; new help bundle docs/help/fr.md (19 H2 / 73 H3, exact structural parity with en). fr is registered in the language switcher and browser auto-detect (i18n.js), the assembler (i18n-dict.js), index.html (a <script> tag before the assembler), the test snapshot, and every test locale list. The initial translation table came from PR #9 (community contribution). No logic change: t() and every view are unchanged. 1001 / 1001 unit tests; the Playwright locale-sweep grows to 9 subtests.
