docs: clarify install (career-ops-ui runs inside career-ops/web-ui/) + init troubleshooting, across all 9 locales. Rewrote the install section into Option 1 (one curl) / Option 2 (clone the UI inside an existing career-ops project as web-ui) + CLI verbs + provider setup + a Troubleshooting init block — addressing the common confusion of cloning career-ops-ui standalone and running init without the parent project. Also added the nested-layout note to the /help §1 Setup section and summarized the whole v1.62.* line in the README highlight. Docs-only; no code change.
