Summary

  • bump FilecoinWarmStorageService to v1.3.1 and ServiceProviderRegistry to v1.2.0
  • add combined changelog and rollout notes for the existing-proxy upgrades
  • update existing version assertions to match the release constants

Why

This is the narrow release-preparation change required by the checklist for the combined FWSS + SPR rollout tracked in #561. The release preserves the existing proxies and state; this PR performs no deployment or on-chain action.

Draft release preparation only. After review and merge to main, the checklist in #561 directs us to cut release-v1.3.1. No live deployment, Safe proposal, tag, or release is authorized by this PR.
