Dependabot templates

Copy from dependabot-templates/ into each repo’s .github/dependabot.yml:

All templates: weekly schedule, target-branch: develop, assignees/reviewers founders, grouped minor/patch.

Reusable security workflows

Call from each repo’s .github/workflows/security.yml (see security-templates/):
