Factory Droid doesn't respect the slash command

Recently had issue with Factory Droid where it doesn't respect the slash command. the /proposal got implemented right away.

Is there anyway to improve the openspec system prompt for this?

@GTHell This is sometimes dependent on the model, some models are very keen to write code and tend to feel the need to create code as part of it.
