Threaded JPEG encoding on a worker thread, GPU downscale at any
resolution and aspect ratio without distortion, up to three readbacks in
flight, capture skipped with no clients connected, capture rate clamped
to the game's framerate cap, and RenderTextures released only once their
readback returns.
