Project setting: Enforce feature ownership

To improve governance, we should expose a setting that forces users to assign features to a group or user when creating.

Add a project setting that forces feature assignment

• It should be possible to add the assigned user / group on feature creation
• If an owner exists, we should display this in the header of the feature modal
