Use recursive fetch for feature lifecycle, fix descriptions
f53d221 
Replace page_size: 999 with getProjectFlags which recursively fetches
all pages, preventing silent data loss for projects with 1000+ flags.
Fix lifecycle stage descriptions to accurately reflect filtering logic.
