• fix(inngest): force streaming to prevent 524 timeouts on Fly.io

Change Inngest streaming mode from "allow" to "force" to prevent
Fly.io 524 timeout errors during long-running agent execution steps.

With "allow", the SDK only enables streaming if it can detect platform
support. Fly.io is not in Inngest's detected platforms list, so streaming
was not being activated. With "force", streaming is enabled regardless of
platform detection (the Hono serve handler supports it).

This keeps HTTP connections alive during agent execution by sending
periodic bytes, preventing Fly.io's 100-second inactivity timeout.

Dynamic chat agents and subagents were hardcoded to 16K max output tokens,
causing models like claude-4-5-sonnet (which supports 64K) to stop early.
Now uses getModelMetadata() to get the actual max for each model.
