fix(cli): fetch steps/edges from correct endpoints before delete (#7481)

  • fix(cli): fetch steps/edges from correct endpoints before delete

The deleteWorkflowStepsAndEdges function was looking for steps/edges
in the workflow response, but they're returned from separate endpoints:

  • GET /workflows/{id}/steps
  • GET /workflows/{id}/edges

This caused the delete to find 0 steps, then push would create new
steps, resulting in duplicates.
