get OrgRules from EnterpriseServer (FES) instead of FlowCryptComApi

Straight up call https://fes.domain.com without consulting the well-known (grab the version file to check), but can still keep the well-known class in case a customer needs it.

The previous PR only do prepwork, this issue is to create a PR that actually integrates the functionality, finalizes EnterpriseServer client and adds mocked tests for it.
