Create new `testing` license type to enable all features

Description

The new product license types mean that tests need a license that enables all features especially as new features are added which will not be included in the old enterprise license level.

Tasks

• define new internal license type
• generate new license with 100+ year life to live in tests (type dev)
• Update code in forge/ee/lib/index.js and forge/ee/routes/index.js to add section covered by new license type and version
• optional now, update all existing ee tests to use new license
