Summary

• parse Markdown Leaf Obligation Ledger rows when Gemma omits exact ISSUE_VERDICT sections
• convert target-scoped unresolved rows into stable deduplicated child obligations
• restrict verdict application to the current target so unrelated obligations cannot be rewritten

Test plan

• python3 -m pytest -q tests/inference_engine/bridge/test_agent_gan_repl.py tests/inference_engine/bench/test_autoresearch_supervisor.py
• python3 -m py_compile scripts/agent_gan_repl.py
• verified target RH-C2 table rows create children while RH-C1 rows are ignored

The uncommitted candidate.py change belongs to the running supervisor and is excluded.
