This major release makes the public installer platform-only and fail-closed.
- Installs verified skills and agents without mutating project instruction files.
- Uses dry-run by default and per-target managed-state manifests.
- Refuses untracked collisions and locally modified managed files.
- Restores all 35 locked community sidecar targets.
- Adds a four-platform release gate covering 223 skills, 122 agents and 122 Codex TOML files.
- Excludes private governance sources from the npm payload.
