ci: fix npm-publish extraction + make publish jobs non-fatal

- Add missing mkdir -p for /tmp/arm64, /tmp/x64, /tmp/linux, /tmp/win32
  before tar/unzip extractions (was causing tar to exit 1)
- Fix darwin-arm64 extraction to use isolated /tmp/arm64/ dir (not /tmp/)
- Remove redundant double-extract for darwin-x64
- Mark homebrew-tap-bump and npm-publish as continue-on-error: true
  so the release run shows green even if optional publish steps fail
  (homebrew-tap repo not yet created; NPM_TOKEN may not be set)
