Significant changes to the code

• Tidy up old routines
• Use logging module to print and write logfiles
• Updated make_chem_funs routine to be more robust to pre-existing files and VULCAN install location
• Configuration file now formatted with OOP, so that they can be passed by sharing rather than global variables accessed by import

Contains changes that will break code which depends on the old version of VULCAN (see previous release).
