chore(vendor): record OpenLLMetry fr-v0.52.6.23

Fixes the TTFT/STTG vendoring to follow internal-sop/openllmetry/VENDORING_SOP.md.

What happened:

• The source OpenLLMetry change was merged in feat(openai): emit streaming latency span attrs openllmetry-py#34.
• Tag fr-v0.52.6.23 was created and pushed at commit 8193cdb3e959afec3828dea157892dfc94e827cc.
• Ran ./scripts/vendor.sh ../fr-openllmetry-py . fr-v0.52.6.23.

Result:

• Generated code already matched the previous surgical sync from chore(vendor): sync OpenAI streaming latency span attrs #46.
• The only remaining generated diff is src/fortifyroot/_vendor/VENDOR_MANIFEST.json, now pointing to git_commit=8193cdb3e959 and git_tag=fr-v0.52.6.23.

Validation:

• Confirmed remote tag exists and resolves to the same OpenLLMetry HEAD.
• python -m py_compile src/fortifyroot/_vendor/opentelemetry/instrumentation/openai/shared/chat_wrappers.py.
• git diff --check clean.
• Diff is manifest-only.

No PyPI/RC release.
