Summary

SOP-compliant vendor sync from FortifyRoot/openllmetry-py tag fr-v0.52.6.32. This carries the Anthropic streaming latency fix from OpenLLMetry PR #43 into ocelle-py:

• Detect TTFT before FortifyRoot streaming safety can mask/buffer the first text token
• Preserve existing safety processing and pending-item behavior
• Update vendor manifest metadata to fr-v0.52.6.32

• python3 scripts/apply-fr-modification-notices.py --check in fr-openllmetry-py -> clean
• ./scripts/vendor.sh ../fr-openllmetry-py . fr-v0.52.6.32 in ocelle-py
• Diff is limited to VENDOR_MANIFEST.json, VENDOR_DEPENDENCIES.json, and the vendored Anthropic streaming wrapper

Validation

• python -m py_compile src/fortifyroot/_vendor/opentelemetry/instrumentation/anthropic/streaming.py
• python -m pytest tests/test_vendored_imports.py -q -> 34 passed
• Live demo validation using the vendored fix: full backend validator returned 38 PASS / 0 WARN / 0 FAIL, including strict Anthropic TTFT/STTG for pv-demo-streaming-latency-anthropic
