Add DeployBot status skill

Summary

• add an invokable $deploybot skill for queue status, PR inspection, blockers, dependencies, overlaps, deploy authorization, and coordinator actions
• package the skill for Codex, Claude Code, and Cursor
• add the read-only deploybot status [--json] command
• release the implementation as version 0.1.4 with immutable client pins

• 49 tests passed
