Added a location in the Mew panel that functions as the !release command for Manual Clients. This button is hidden until the Show Release Button (Oak Waving) is toggled within the Settings panel, accessible in the top bar.

Fixed a small issue where the Tracker functioning as a Manual Client would fail to send location checks on checks that are cross-course.
