Enable heater ring support for Volterra ALF printers

Set DEFAULT_HAS_HEATER_RING to True and update printer/firmware configs to reflect heater ring presence. Improve UI logic to dynamically show or hide heater ring elements based on configuration, and add runtime updates for UI when printer config changes. Adjust control screen limits and add heater verification to firmware configs.
