Version 4 - Last HuggingFace Attempt

Using an updated index_builder script, I compiled pdfs, java files, and txt documents of WPILib, CTRE, and example code documentation into the faiss_index folder. The new faiss was uploaded to huggingface. HuggingFace proves to be too limited for my needs (too slow, not enough resources to support bigger models that I need to make code), therefore I'm going to move back to something run on the local machine.
