In 0.3.0, provider_bundle is under "detail" namespace.

The 0.3.0 release notes mentions using phlex::provider_bundle but 0.3.0 has this as "private" under phlex::detail::provider_bundle.

@brettviren, thanks for the report. provider_bundle should indeed be in the top-level phlex namespace. Are you okay with us just updating the release notes for v0.3 and moving it to phlex::provider_bundle for v0.4?
