First public release of Throttle, a per-process bandwidth monitor and limiter for Windows.
Download Throttle-v0.1.0-windows-x64.zip, extract it anywhere, and run throttle.exe (administrator rights are required for the WinDivert packet driver, which is bundled).
Requires Windows 10/11 x64.
