Release candidate 3 for 1.10.0.

Fixes the multi-arch Docker build failure on linux/arm/v7: the mbgl_libs stage now skips the 64-bit-only maplibre-native runtime libraries on armv7 (where the poster renderer is already disabled), instead of failing on Ubuntu 24.04's renamed t64 packages.
