ECCE 8.17.3

Two fixes for RHEL.

• The data server starts on RHEL 9 (#193). RHEL ships mod_unixd as a module, and Apache refused to start without it ("AH00136: Server MUST relinquish startup privileges").
• Tail, Final Edit and Open Shell work when the local shell is bash on RHEL (#200). RHEL's /etc/bashrc prints a terminal title before every prompt, which ECCE took for a failed login ("export PATH ... failed").

Nothing else changed.

The Debian package is the one we test. The Ubuntu and RPM packages were checked in clean containers (Ubuntu 24.04, Rocky Linux 9.8): each installs, and the data server starts and answers. RHEL has no ActiveMQ package; see GETTING_STARTED: ActiveMQ on RHEL, Rocky and Fedora for installing it.

After upgrading, run ecce-dataserver-stop once (or Quit and Stop Server), so the next start writes the new configuration.
