Harness Driven Development 2.0.1

Adds deterministic workflow-routing and stop-condition eval contracts and enforces the exact thin Skill package shape and size budgets. Workflow semantics remain owned by each repository contract.

Codex validation still requires a local Python with PyYAML. External live-model evaluation is not bundled in this release.
