Breaking handoff contract: Harness Driven Development now routes daily target work only after repository_verification.py ready succeeds.
- Stops before routing when Template Delivery is incomplete.
- Hands cold-start and template-upgrade requests back to a scaffold maintainer at the canonical Scaffold Source.
- Continues to own all normal target work, including Harness maintenance.
- Never invokes or installs Harness Template Sync.
Target developers install only this plugin from the fueav-harness umbrella marketplace.
