AI API Gateway Platform - 将 AI 订阅配额分发和管理

「重置」按钮仅在当日额度用完时显示。

前端 canReset / canResetWithCost 增加条件：daily_usage_usd >= group.daily_limit_usd。

v99.7.0 之前，只要订阅剩余 > 24h + daily 窗口活跃就显示重置按钮。但"还有额度没用的时候点重置"没有任何意义——会白白提前订阅到期时间换来本来就有的额度。

现在按钮只在"额度已用完又急着继续用"这个唯一合理的场景下显示。

  • 自动重置逻辑不变（触发条件是命中限额，本来就满足"额度已用完"）
  • 管理员「免费重置额度」按钮不受影响
  • 后端 ResetSubscriptionWithCost 不强制校验（管理员可绕过做支持）
