fix(flow-chat): remove Review from additional modes - #2744

Keep the Additional modes submenu focused on invokable quick skills by removing the Review entry. Preserve the existing /review command and legacy Review capsule expansion so the review workflow and saved drafts remain compatible. Update the composer layout contract to prevent Review from reappearing in the submenu.
