v6: Update to Baselibs 9.13.0

This updates ESMA_env v6 to Baselibs 9.13.0. This updates ESMF to 9.0.0b17 mainly for LLVM Flang on macOS testing.

We also update to FMS 2026.01.01. NOTE: Because of changes in FMS, this ESMA_env must be used with ESMA_cmake v5.17.0 or higher

We also now build additional libraries with -fPIC for use with LIS work in GEOSgcm
