Trust boundary: the relay is an explicitly trusted attestor. It checks finalized canonical GenLayer permit state before issuing EIP-712 authorization; Ethereum Sepolia does not independently verify GenLayer finality. Protection claims are scoped to the verified Safe 1.4.1 owner-execution path. The qualification Safe had no enabled modules.
