chore: initial commit with YouTube scraper MVP and development tooling

YouTube Tech Scraper (v0.1.0):
- Implement YouTube Data API v3 integration for video scraping
- Add CLI with configurable topics and max results
- Generate markdown reports with video metadata (title, URL, channel, views, description)
- Support for default topics: Claude AI, PySpark, Databricks tutorials
- Include emoji logging for better visual debugging
- Environment-based configuration with .env support

Development Infrastructure:
- Set up Git repository with comprehensive .gitignore
- Configure Ruff for linting and formatting (line-length 88, Python 3.12)
- Add commitizen for conventional commits and version management (v0.1.0)
- Install pre-commit hooks for automated quality checks
- Create GitHub Actions workflows for CI and automated releases
- Add helper scripts for common development tasks (lint, bump, new-feature)
- Create CONTRIBUTING.md with detailed contribution guidelines
