The link to harvest admin site on ckan is pointing to old url.

How to reproduce

Go to catalog-beta.data.gov, click into any dataset and mouse over the Source Technical Details link.

Expected behavior

It should point to the new url harvest.data.gov.

Actual behavior

It is pointing to old url datagov-harvest.app.cloud.gov.
