nginx on dashboard-web fails to start, unknown "more_clear_headers"

I think this affects more than just dashboard-web since I see the directive in other nginx site configs (crm, datagov).

It looks like at one point this was included in nginx core (during the trusty days). I think now that we're using a ppa, it's now included as a separate package (as an nginx module). The package is installed, but it seems the config is not getting read. This issue is related, we need to add include /etc/nginx/modules-enabled/*.conf to the nginx.conf by specifying nginx_extra_conf_options
